Tacticians are found in virtually every society and can be of any race. Oftentimes, but not always, they are leaders such as a captain, general or something simpler like a bandit chief. They lead their troops to victory not always through charisma, but through tactics.

Strategy
The tactician relies mostly on their troops to do the damage. Their job is to apply Focus Fire to the target most vulnerable or which is reachable by the most of their troops. They can use reposition to cut off escapes or make their allies easily reach the backline. They will always use Stratagem: Lightning at the start of the encounter.
Running this monster
Tacticians are intended to be generic heroic enemies that focus on tactics and leadership. They can easily be used for any race or situation that requires it.
A tactician is worthless without a good number of grunt level allies. They can pair well with both melee attackers with Stratagem: Lightning and Reposition, but also ranged attackers due to easier Focus Fire usage.
With Battle Tactics, you are free to play the enemies as smartly as you can, roleplaying it as the tactician giving precise orders. Tacticians can use a wide variety of weapons and armor depending on the race or society they are from. Ranged weapons are generally preferable, as a tactician going down may lead to an instant loss.
