The raiju is often confused for an animal due to its appearance. In reality, its an elemental that serves as the hunting dog for a more powerful elemental creature. It will track and hound an enemy from afar, then move in for the kill once the weather changes.
Storms have an unnaturally high chance of appearing when this creature is around.

Strategy
The Raiju's strategy is the same regardless of whether its storming or not. It will start by using Static Field at encounter start.
On its turn, it will use Static Charge to pass through as many enemies as it can, without having to move before using Lightning Charge. The remaining AP will be used on attacking.
Running this monster
A large group of Raiju will provide a decent challenge for a group of adventurers. During a storm, you'll want to lower the amount if you want to keep the difficulty similar as the same group of Raiju can quickly murder a group of low level adventurers.
If it is hunting one of the party members, you can have the Raiju focus on that party member even at risk to themselves.
