An ice elemental with high intelligence that commands other elementals and beasts in the area. She does this without directly communicating with them, merely her presence in the area is enough for ice creatures to submit.
She is domineering, but can be reasoned and negotiated with if shown the proper respect.

- A beautiful woman with pale or blue skin and white hair. Stands out from the average yuki-onna or frost maiden with her regal stature and the crown of ice she wears on her head.

- Can be found in any place where it freezes for most of the year.
Strategy
The ice queen will start by summoning a tower near her enemies with both her encounter start action and her normal ability, then immediately follow it up with Reverbant Frost.
She wants to keep away from melee enemies as much as possible. If she can escape them without provoking, she will do so. Future towers will be placed to either slow melee enemies on top of her, or in the biggest group of enemies. She will always follow up a tower placement with Reverbant Frost.
If she has the option to hit slowed enemies safely with Shards of Ice, she will do so. Otherwise she will attack with whatever weapon is most suitable for the situation. She can easily use a ranged weapon to safely attack more vulnerable opponents.
Running this monster
The ice queen is a solo monster that is both intelligent and cunning. She may avoid direct fights if they don't appear to be in her favor or attempt to negotiate if things look dire.
Most of her threat comes from the towers. If players are dedicated to instantly destroying them, she may need reinforcements to keep up the threat.
